I like the fabric. The dress looks very comfortable.
I do not like that the back panel basically says “Check out how gigantic my butt is! And I’m a size 6!”
Maybe without the high contrast of the panels, or a wee bit different placement? It wouldn’t have ended up here.

In reality, she’s wearing the dress sideways as an experiment, kinda like when I was a little girl and my friends and I wore skirts on our heads as… something. That must be it.

It is actually ALMOST cute – though not sure what’s up with that green – it is a bit too mustardy for me. I like the ruffles and the cut of it – but yeah, that contrast is just bad, and the back train insert comes up way too high. Its all the bad parts of a bustle, with no extra fabric to hide whether or not you ACTUALLY have a bubble butt.
